Welcome to the Governors’ page. This page gives information relating to governor activity at the school.

Bayards Hill has a committed and energetic governing body, the governors meet regularly throughout the year, at full governing body meetings and at committee meetings, as well as attending key moments in the school year. Please read our welcome letter from the Chair of the Governing Body, Mr Maurice East.

Governance Structure

Bayards Hill Primary School’s Local Governing Body, chaired by Maurice East, is responsible for ensuring that the School is conducted in accordance with its ethos and values, overseeing the appointment and professional development of staff and setting and reviewing the school’s curriculum.

There are also two subcommittees:

  1. Finance and Resources Committee supports the Local Governing Body in the management of school resources, considering and reviewing in detail school funding, expenditure and budget planning. The Committee refers major decisions, and where appropriate, offers advice and recommendations, to the Local Governing Body. The Committee acts in accordance with the provisions, as set out in the Scheme of Delegation.
  2. Pupil Standards Committee supports the Local Governing Body in ensuring that its strategic responsibility to raise standards is acted upon, using the objectives set out in the School Improvement Plan. This includes reviewing the performance of the School, against national and local indicators, and advising the Local Governing Body on any action required in order to sustain improvement. The Committee acts in accordance with the provisions as set out in  the Scheme of Delegation.

The Local Governing Body also holds reviews and monitoring days, including working with the Senior Leadership Team, visiting classrooms, engaging with pupils and members of staff, as well as meeting external educationalists.

There are a number of different types of governor – Parent, Staff, Co-opted and Academy. Governors are appointed for terms of 4 years.

Governor Profiles 2017

Mr Martin Broderick


Martin came to the UK in 1984 having grown up in Garryowen in Limerick, Ireland in a very similar community to Barton. Martin is an Examining Inspector at the Planning Inspectorate. Before joining Bayards Hill Governing Body in September 2014, Martin was a Cheney School Governor for five years. With his experience and insights he is a valuable member of the Finance and Resources Committee and the Governing Body as a whole.

Mr Maurice East


Maurice was born and raised in Oxford, attending Cheney Secondary School before going to University. He worked as a technician in the School of Architecture at Oxford Brookes University before moving to London where he was involved in property management. Before returning to Oxford he helped to establish a PTA at his previous Primary School in Peckham and worked closely with the Trust there to open a new free school.  Maurice's daughter attends Bayards Hill and he joined the Governing Body in 2015, becoming Chair in 2017. He is also an active member of the PTA where he has developed new skills as a bingo caller and Father Christmas helper.

Ms Julia Flynn


Julia joined the Governing Body in February 2016. Starting her working life as a secondary teacher and curriculum specialist in Canberra, Australia, Julia has had 20 years working for Oxfam in communications and has recently retired from her role at Said Business School, University of Oxford. Julia sees her role as a Governor in terms of supporting the whole school, staff, parents and students, in meeting their educational objectives and in making a contribution to the wider local community.

Mrs Jolie Kirby

Jolie is a Trustee and CEO of Community Schools Alliance Trust (CSAT) and, as CEO, attends Bayards Hill Governing Body in an ex-officio capacity. Before her headship at Cheney School Jolie taught in a large state secondary school in the city of Peterborough, where she taught across the age range and became Head of School. Before training as a teacher, Jolie was a director for three years of an equalities charity in the West Midlands. As well as her commitment to CSAT, Cheney School and its feeder primary schools, amongst her other commitments, Jolie is an active member of the Oxfordshire Secondary Heads Association and is Vice Chair of Trustees at the Radcliffe Academy Trust.

Mrs Rachel Medley







Rachel joined Bayards Hill Primary School, as Head Teacher, in the Spring term of 2014. Originally from Birmingham, she studied history at Bath University before joining a school in East London. Prior to coming to Bayards Hill Primary School Rachel had been in the teaching profession for 19 years, including having been head teacher at an academy in Coventry. Her time at Bayards Hill has included overseeing the final stage of the £5.2 refurbishment work to ensure the building is fit for purpose. Her focus is working with the Senior Leadership team and the whole staff body to create a good learning environment for the children, where the children can enjoy learning and enjoy coming to school, enabling them to achieve their potential.

Linda Morton








Linda has been a Staff Governor since September 2016. Linda is a local girl, who went to schools in the Barton area. She has worked at Bayards Hill Primary School for 17 years. Linda is very active in the community such as the Fun to Learn Club at the Community Centre and helps with Barton events such as the Barton Bash. With her involvement with the school and local community Linda is committed to helping Bayards Hill continue to develop and see pupils reach their potential.

Mr Bahman Padar





Bahman (Ben) is originally from Iran and has lived in the UK for over 40 years. Ben started as a parent governor in September 2016. He graduated from Oxford Brookes University with BSc Hons. He is currently self-employed with more than 35 years’ experience in several industries, mainly in manufacturing and service sectors. Having been offered the role as a parent governor, Ben took this opportunity to help make a positive contribution in supporting the children to reach their full potential.  In promoting a high standard of education, Ben recognises that it is not just the students but the whole school, including staff, who need support, in order to raise attainment across all levels.

Glynis Phillips





Glynis has been the County Councillor for Barton since 2013 and joined the Bayards Hill Primary School Governing Body soon after. Glynis has a history of working in public service including the Civil Service and the NHS. Glynis is a Trustee at SeeSaw which supports grieving children and families. Glynis is pleased to belong to a Governing Body which is supporting the aspirations of staff, parents and students to be a successful school in a thriving community.
